    most superpowers have weather weapons capable of starting most weather conditions. I doubt very much that they would set one off on a island of voodoo lovers tho. what would be the point?

    Gives them an excuse to deploy more that 10,000 troops in haiti due to revolt (Which you could see a mile off)

    Haiti will no longer be an independent state

    It's on the forefront of Cuba.

    May also be practice for something bigger.
